Since 1991, Minnesota Statute 243.166 has required all felony level predatory offenders in Minnesota to register current personal information with the Minnesota Bureau of Criminal Apprehension, with the assistance of a local police department, for at least 10 years due to the nature of their crimes and the proven increased risk for re-offense. The recorded information includes current employment, residency, phone numbers, vehicle description and current photo.

In 1996, the Minnesota State Legislature passed a Community Notification Act charging local law enforcement with the responsibility of informing the public about predatory offenders living in their community. The Community Notification Act allows some information about high-risk offenders to be made public in the communities where they live, work or attend school.

Definitions of Levels
 

Level I: Low risk
If a Level I offender resides in Eden Prairie, law enforcement may notify: 1) other law enforcement agencies, and 2) any victims of, or witnesses to, the offense committed by the offender.  

Level II: Moderate risk
If a Level II offender resides in Eden Prairie, law enforcement may notify, in addition to Level 1 notifications: 1) schools and daycares, and 2) establishments and organizations that primarily serve individuals likely to be victimized by the offender.  

Level III: High risk
If a Level III offender resides in Eden Prairie, law enforcement may notify, in addition to Level 2 notifications: other members of the community whom the offender is likely to encounter. Neighbors in close proximity will be invited to a community meeting to learn more.
