Campaign Sign Regulations
- Signs are ALLOWED on private property. Signs may be placed 12 feet or 4 paces from the road surface. If complaints are received, the right-of-way line will be determined by City staff and noted in a log book.
- Signs are NOT ALLOWED on publicly owned land, including but not limited to, public schools, City parks, etc.
- Signs are NOT ALLOWED on street signs and utility poles.
- Signs are NOT ALLOWED in the public right-of-way.
Size or Quantity of Signs
Regulated by Minnesota Statute 211B.045: “In any municipality, whether or not the municipality has an ordinance that regulates the size or number of noncommercial signs, all noncommercial signs of any size may be posted in any number from 46 days before the state primary in a state general election year until 10 days following the state general election. Statute applies only in a state election year.”
Campaign Sign Violations
The City responds to obvious violations and to complaints. The name of a person reporting a sign violation is confidential.
Campaign signs in the public and County right-of-way may be removed by the City without notification of the candidate or campaign persons. Signs are kept at the City Center for three days, after which they are disposed of. A $15 fee can be charged to a person retrieving a sign. The City will request that signs in the State right-of-way be removed within 24 hours.
For sign violations other than in right-of-way, the City will contact the campaign chair, candidate or property owner, and request immediate correction. Signs will be removed immediately if they pose a sight-line hazard. Penalties for campaign sign violations are outlined in City Code Section 11.70, Subd. 5, E.4 [PDF]
