Stormwater is the runoff from rain storm events or snow melt.

The Stormwater Rules, or Phase II National Pollutant Discharge Elimination System (NPDES) rules, were enacted as part of the Clean Water Act and are the next step in the Environmental Protection Agency's (EPA) effort to preserve, protect and improve the nation’s water resources from polluted stormwater runoff. The Phase II Rules are directed at Municipal Separate Storm Sewer Systems (MS4s) in urbanized areas. MS4s with populations of 100,000 or greater were covered under the Phase I Rules.

The City of Eden Prairie has a Stormwater Pollution Prevention Program that was approved by the Minnesota Pollution Control Agency (PCA) in 2003. The program was updated in 2014 and a Stormwater Pollution Prevention (SWPP) document was approved by the PCA. The SWPP document provides an outline for action that the City is incorporating into a new Stormwater Pollution Prevention Plan (SWPPP). Public education, public participation, educational events and employee training are a large part of the City’s stormwater program.

City divisions which help develop and monitor this program include Environmental Services, Utilities, Parks Maintenance, Building Inspections, Zoning, and Streetsand Fleet maintenance. Many aspects of how the City provides services or maintains its facilities are covered under the SWPPP.
